The “Restaurant License” allows you to serve all alcohols (even strong ones) BUT only as accompaniments to a meal.
The “Small Restaurant License” allows you to serve only cider, wine, and beer (group 3) as accompaniments to a meal.
Level III License (Beverage Service) : Alcoholic beverages of group 3 (wine, beer) even without a meal (bar mode).
Level IV License (Grand License): All alcohols, even without a meal. It is rare, expensive, and purchased (quota per municipality).
To obtain a license: Operating Permit (2.5 days training) + Declaration at the town hall 15 days before opening.
