Water pitcher and water glass: obligation to serve?

If you are serving a meal: The standard water carafe is included in the meal price (like bread, cutlery, and spices). You cannot refuse it or charge for it.

If it’s a bar (without food): There’s no obligation to offer a free glass of water (unless it accompanies a coffee, that’s the custom but not the law).

Since 2022, establishments open to the public must be equipped with a public water fountain (for filling a water bottle) if they serve more than 300 people. For small restaurants, a pitcher is sufficient.
